According to § 54 KrWG, the transport, collection, dealing and brokering of hazardous waste usually requires prior permission from the competent authority. A permit is not required if the activity is carried out as part of another commercial or economic activity (e.g. as part of the activity as a building tradesman, building contractor or mobile service provider) or if the company is certified in accordance to Ordinance on Specialised Waste Management Companies (Entsorgungsfachbetriebsverordnung - EfbV). Further exemptions are listed in § 12 AbfAEV.

The permit can be requested from the competent authority via the online service  (elektronisches Anzeigen- Erlaubnis Verfahren - eAEV) operated by the Länder in accordance with § 11 AbfAEV. The applicant receives a link via which he can later retrieve the permit from the authority.

The prerequisites for applying for a permit electronically via the eAEV are a personal signature card for creating qualified electronic signatures, a card reader and the previous installation of the current version of the Governikus DATA Boreum software on the system used.
